Identification of peer effects is notoriously challenging especially when different types of them are present simultaneously. One of the issues that plagues the identification is the so-called reflection problem, which is due to the fact that the outcome variables of the peers are simultaneously observed in typical cross-sectional or typical panel data. In such cases, identifications need some restrictions and/or additional information on network, and/or complex estimation procedures. Theis paper estimates how peer effects affect judicial decisions over dismissal disputes in Australian labour courts. We are able to identify endogenous peer effects of commissioners by making use of a number of features of a multi-level panel data of commissioners and over 2,100 unfair dismissal decisions that they decided, including multilevel panel data of commissioners, exact timing of each case, and random allocation of cases to commissioners. In particular, with this unique data, identification is achieved by controlling for unobserved time-varying individual effects (because of observing multiple cases in each fixed time interval), and by observing the exact timing of each case (so that the peers’ outcomes are predetermined). Moreover, thanks to the richness of the data, we are able to shed lights on the sources of the peer effects. We find evidence of heterogenous and asymmetric endogenous (behavioural) peer effects, in that the effects vary from and onto different peers.

宫晓冬，澳大利亚堪培拉大学教授。在理解个人和家庭在劳动力市场、司法行为、消费者行为以及其他社会群体（尤其是赌博群体）的行为方面做出了重要贡献。通过在模型中应用先进而合适的计量经济方法，推动了关键政策参数的更准确识别。在国际经济与公共政策期刊上发表论文30余篇，并在 REPEC 引用排名中位列前 12.5%。
